The NAO advertises various requirements throughout the year.

Purchasing Policy/Procurement Policy

The key aim of the NAO's procurement policy is to help to facilitate the 2019 Procurement Strategy to assist the NAO to spend wisely by:

Seeking innovation and value for money, including identifying cost reduction opportunities, in what and how we buy, encouraging collaboration, including the use of public sector Framework Agreements where possible;

Promoting a culture of good governance in all procurement-related activities, including compliance with UK and EU procurement legislation, and recognised best practice;
embedding excellent practice throughout the procurement lifecycle, through the use of standard documentation and processes, including the use of NAO Framework Agreements, electronic tendering and procurement cards etc where possible;

Maximising contractual protection through the use of standard terms and conditions;
encouraging effective management of supplier delivery and performance, using recognised project, contract management and relationship management approaches;

Supporting decision-making though the provision of relevant and accurate management information; and maintaining a team of professional procurement staff committed to continuous professional development.

Purchasing Practices/Procurement Procedures

The NAO will seek to source its requirements through existing framework agreements where possible. These agreements have been competitively tendered following advertisement in the OJEU and involve a simplified procurement process and reduced timescales for each subsequent requirement.

The CPT can advise which framework agreements the NAO may access.

Where it is not possible to use a framework, the NAO is committed to an inclusive and transparent approach to buying, which means encouraging competitive bidding, across a range of requirements. For very low value requirements, sourcing can be undertaken using a range of tools, including the internet and professional journals. For higher value requirements (i.e. over 10,000) it will be necessary to advertise in a suitable medium (e.g. the Contracts Finder https://www.gov.uk/contracts-finder the NAO Procurement e-Tendering portal: https://www.delta-esourcing.com/
