II.1.5)Short description of the contract or purchase:
Business and management consultancy and related services. The NAO currently publishes around 60 value for money (VFM) products each year, which examine the economy, efficiency and effectiveness with which UK central government departments and agencies use public funds.

As part of its quality assurance arrangements for VFM work, the NAO commissions independent quality assurance reviews of the technical rigour, methodological robustness, quality of argumentation and presentation of evidence in its VFM products. These reviews generate a written report, commenting against an agreed set of criteria.

The NAO also commissions broader thematic reviews covering issues of relevance to the NAO¿s VFM work in general.

The NAO intends to award two contracts for quality assurance work. The exact allocation of which reports will be at the discretion of the NAO.

Each contract will consist of:
¿ VFM product reviews comprising a minimum of 6, with 8 expected, and a maximum of 10; each to be delivered within four weeks of electronic receipt of the product to be reviewed; and

¿ Thematic reviews comprising a minimum of 1, with 2 expected; each to be delivered to a timetable agreed with the NAO.

The range and variety of types of VFM products are changing and the NAO¿s quality assurance arrangements may need to develop at the same time to ensure they remain fit for purpose. The successful providers will, therefore, need to take a flexible approach to fulfilling the requirements of the contracts.

The successful providers will need to be able to draw on a pool of suitably qualified reviewers to carry out the advertised services. It is expected that reviewers will be qualified at doctoral level (or have equivalent experience and expertise) in a relevant area such as Public Policy, Public/Business Administration, Social Sciences, Economics, Statistics, or Engineering, and/or have extensive research experience and proven levels of expertise in these areas, established by refereed academic and/or professional publications. The two contracts are entirely separate although both sets of reviewers will be applying the same criteria.

VI.4.2)Lodging of appeals: Precise information on deadline(s) for lodging appeals: The Contracting Authority will incorporate a minimum 10 calendar day standstill period at the point when information on the award of the contract is communicated to tenderers. Participants who are unsuccessful shall be informed by the Contracting Authority as soon as possible after the decision has been made as to the reasons why the participant was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2006 (SI 2006 No. 5), as amended, provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the Contracting Authority to amend any document and may award damages. If the contract has been entered into the Court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order the Contracting Authority to pay a fine, and/or order that the duration of the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
