II.1.6) Description / object of the contract The National Audit Office (NAO) has a requirement to set up a panel of suppliers to carry out value for money (VFM) examinations and to provide services relating to VFM activity. The NAO has statutory authority for examining the accounts and activities of all UK government departments, except services that are the responsibility of devolved administrations. It publishes around 60 VFM reports to Parliament each year, looking at how specific government projects, programmes and activities have been implemented. The reports assess performance, identify good practice, and suggest improvements to economy, efficiency and effectiveness. The NAO discusses findings and draft reports with the bodies concerned in order to ensure that reports are accurate and fairly balanced. The NAO currently contracts out two to three reports a year, and is looking to progressively increase this number. The NAO also wants the contractors to contribute to other VFM examinations that are not contracted out and to other VFM activities such as the follow up of examinations: this work is likely to form the majority of assignments. The NAO will provide support to contractors throughout each assignment, and will also seek to develop the proposed partnership relationships through joint working arrangements and secondments.
