Lot 1: Advice on British Constitutional matters including but not limited to: Parliamentary privilege; the position of the Comptroller & Auditor General as an Officer of the House of Commons; the powers of the NAO. Lot 2: Advice on Public law matters including but not limited to: interpretation of existing, proposed and draft legislation; sub judice questions; defamation and discovery issues; interpretation of Data Protection and Freedom of Information legislation; audit access issues; European Union law and its implications and impact on the UK. Lot 3: Advice on general commercial matters including but not limited to: Finance and Banking law including economic crime; commercial aspects of Intellectual Property law; procurement law; competition law; IT; telecommunications; ecommerce. Lot 4: Advice on Human Resources matters including but not limited to: employment law; health and safety law; personal injury claims. Lot 5: Advice on property and estates issues.

Objective criteria for choosing the limited number of candidates: The Contracting Authority will use criteria based on the information requested in the Pre-Qualification Questionnaire. The Contracting Authority is seeking a framework agreement divided into 5 lots, with a single operator for each lot, although one operator may be awarded more than one lot. Therefore the minimum number of operators invited to tender will be 2 for each lot, although one operator may be invited to bid for more than one lot.
