4. Description: Software package and information systems. The National Audit Office is a high profile organisation which receives a significant level of media coverage (an average of 300 broadcast mentions per month and around 400 articles per month in the print media). The NAO relies on its daily media monitoring services to be delivered accurately and quickly and expects a high standard of quality involving human validation for all media monitoring services. Coverage comes from a wide variety of media, ranging from national publications and media outlets through local and regional publications to specialist press. We also are covered in the foreign press. The NAO requires its media monitoring service to be able to reflect the full range of subjects and media it engages with including comprehensive coverage of publications in areas such as politics, government and finance. Our media monitoring service must be capable of covering the complete range of subjects related to central government. The NAO requires its supplier to be able to deliver a hard copy press cuttings service, electronic press cuttings service and a broadcast monitoring service. On occasion, the NAO needs to receive transcripts of and/or copies of original broadcasts within 2 working hours. The tendering exercise will be scored in 2 stages. Tenderers must pass all parts of Stage 1 to be able to proceed to Stage 2. Stage 1 requires tenderers to meet the minimum score for: Provision of similar services, Ad hoc enquiries, IT compatibility, Quality Management and Environmental Aspects. The NAO will disqualify any tenderer who, post any required clarification, fails to meet the minimum score for any of the criteria listed at Stage 1 irrespective of their scores in other criteria. Stage 2 will be weighted against a set of criteria detailed in the Invitation to Tender Documents. Tenderers may obtain a copy of the Invitation to Tender documents from: www.delta-ets.com..
