3. Additional Description This contract is to provide legal services to the NAO in the support of all aspects of our business. Suppliers may tender for the provision of advice in all categories, or may restrict their bid to one or more of the areas detailed. The contract is intended to be a call-off type of contract, where services will be provided within a pre-agreed cost, quality and procedural framework. The NAO regularly requires advice on a wide range of legal issues relevant to its work, and on occasion this includes areas that the NAO have not created but are affected by, for example the Civil Service Principal Pension Scheme. Areas where advice is likely to be sought include the following: 1.British Constitutional law, including Parliamentary privilege, and the position of the C&AG as an Officer of the House of Commons; 2.Public and Administrative law, including the interpretation of existing, proposed, and draft legislation; sub judice questions; defamation and discovery issues; interpretation of data protection and freedom of information law; audit access issues; 3.European Union law; 4.Employment law; 5.Health & Safety law; 6.Property, estates and construction law; 7.Procurement law; 8.Finance and Banking law, including economic crime; and 9.General commercial law, including Competition law, IT, Telecommunications and e-commerce.

Pre-qualification documentation will then be sent. Review of the pre-qualification submissions will be made against the following criteria and an appropriate number of firms for each of the areas of legal advice will then be invited to tender fully: 1. Professional competence; 2. Personnel experience; 3. Quality of proposal; and 4. General company capability.
