3. Additional Description The NAO is looking to appoint a Research Fellow for an initial period of two years to commence in September 2004, and are inviting applications from institutions able to nominate suitable candidates. We propose to manage the post via a contract with the successful institution under which we would jointly agree the Research Fellow's objectives and monitor progress. The contract would provide for the time of a senior academic, probably a head of department, in providing advice and mentoring throughout the assignment. We are looking to appoint a strong candidate at post-doctoral level with a particular emphasis on strong evaluative and interpersonal skills. The Research Fellow and parent institution would have considerable scope to define and develop the role throughout the period of the fellowship, but in broad terms the NAO is looking for them to: 1. Act as a catalyst to teams working on value for money studies by providing new ideas, perspectives and advice on their work. 2. Develop and enhance the NAO's links and profile with academia and other influential commentators. 3. Carry out specific research into the way the NAO operates within the wider Parliamentary accountability framework in which we exist. We propose to ring–fence about 60% of the Research Fellow's time to provide freedom to undertake a major research project on a topic to be agreed with the parent institution and the NAO. 4. To contribute to the work of the NAO's VFM Development team, including developing training courses and guidance.
