II.1.5) Short Description of the contract or purchase(s) The NAO publishes around 60 value for money (VFM) reports each year, which examine the economy, efficiency and effectiveness with which UK central government departments and agencies use public funds. Each report is presented to Parliament. As part of its quality assurance arrangements for value for money (VFM) work, the NAO commissions independent quality assurance reviews of the technical rigour, methodological robustness, quality of argumentation and presentation of evidence in its draft VFM reports. These reviews generate a written report, commenting against an agreed set of criteria, within a short timescale of no more than three weeks. The NAO intends to award two contracts for quality assurance work, of around 30 draft reports each. The exact allocation of reports will be at the discretion of the NAO. It is likely that the shortlisted applicants will be able to demonstrate knowledge of the role and work of the NAO and central government departments. The successful providers will need to be able to draw on a pool of suitably qualified reviewers to carry out the advertised services. It is expected that reviewers will be qualified at doctoral level (or equivalent) in a relevant area such as Public Policy, Public/Business Administration, Social Sciences, Economics, Statistics, or Engineering, and/or have extensive research experience and proven levels of expertise in these areas, established by refereed academic and/or professional publications. The two contracts are entirely separate although both sets of reviewers will be applying the same criteria.
